I'm guessing "twenty ten". Much of the 1900's was referred to with that structure. 2001 to 2009 had to be differentiated from 21 to 29. 2010 does not require differentiation.

However, a decade of using the "two thousand" method creates habits that don't die easily. I expect significant mixed use before switching to the "twenty" method.

I think that the most practical benefit of celebrating the new year is that it creates a memorable event that serves as a reminder for such things.
