I'm not sure good ideas do rise to the top. There are hundred of innovative social and health education programs that are evidence-based and stand an excellent chance of success, yet have a difficult time finding funding.

I think the ability to rise to the top of the heap is only the best case scenario if it always guarantees that the best idea/product/service is what rises to the top. I suspect capitalism once worked this way, although I'm not positive. Given the breadth of inequality in the US (and globally) today, I think that the ones that rose to the top a hundred years ago are still sitting at the top, squashing anything beneath them. :/
